About the necessity of the National Register of healthcare practitioners
Almost in all developed countries of the world, primarily in those situated in Europe, national self-governing bodies (for example unions, associations, medical chambers, collegiums etc) function as the main regulators of medical practice. These organizations bear moral responsibility before the state and society for the quality of medical help, professional qualifications of doctors, compliance with the guidelines of medical ethics, safety of patients and protection of their rights. The Madrid Declaration on professional autonomy and self-regulation, which was signed in 1987, states that international medical community confirms the importance of professional autonomy as a significant component of high-quality medical help, that has to be preserved in the interests of a patient. Furthermore, the Declaration incites to the formation of national medical associations in every country and exchange of ideas about effective systems of self-regulation of doctors. Along with this, the main aim of all systems of self-regulation must be the high quality of medical service that is delivered to a patient as well as expertise of doctors that deliver this help. These ideas became principal during the foundation of the Ukrainian Medical Council that will allow to create a brand new system of regulation of medical practice which will unite all state and autonomous mechanisms serving for to achieve the original goals of national healthcare which include effective and functional rules and regulations, reliable, safe and accessible medical help as well as securing rights of people for healthcare. Undoubtedly, the formation of professional autonomy is impossible without creation of the all-national register, therefore since the day of its foundation the Ukrainian Medical Council opened and manages the Unified Register of medical practitioners of Ukraine which can be fully determined as:
“The database of practicing medical specialists that is managed and maintained by the Ukrainian Medical Council with the aim to collect, keep, process and provide reliable and authentic information about the number and personal composition of Ukrainian doctors and doctors from other states who gained the right to engage in professional activities within the territory of Ukraine.”
Maintenance of the Register is regulated by Article 4 of the Statute of the Ukrainian Medical Council, which described the procedure for registration, rights and duties of the registered members and also the procedure for voluntary leaving of the register or involuntary removal from the register.
Types of registration
Citizens who received their medical education in Ukraine
- Issued to Ukrainian citizens who graduated from Ukrainian medical schools, completed their Internship (i.e. Specialty) training and work at healthcare establishments in Ukraine or abroad.
- Issued to foreign citizens who graduated from Ukrainian medical schools and become legally employed or continued their education abroad.
- Issued to foreign citizens who graduated from Ukrainian medical schools and are applying or taking the Clinical Ordinatura (i.e. Specialized Training) at the moment of registration. Registration of this type expires when the applicant completes the training and becomes fully registered (Specialist Register) with the Ukrainian Medical Council.
Citizens who received their medical education abroad (outside of Ukraine)
- Issued to Ukrainian and foreign citizens who received their primary medical training outside of Ukraine, passed the nostrification procedure (recognition of qualifications at the Ministry of Education of Ukraine), received their work permits and became legally employed at Ukrainian state or private healthcare establishments
- Issued to Ukrainian and foreign citizens who received their primary medical training outside of Ukraine and are applying or taking their postgraduate training in Ukraine.
Citizens who received their medical education in Ukraine
- Issued to Ukrainian citizens who graduated from Ukrainian medical schools, completed their Internships (Specialist training) and further advanced their expertise by taking Clinical Ordinatura, Master’s training or any other type of postgraduate training and work at healthcare establishments in Ukraine or abroad.
- Issued to foreign citizens who graduated from Ukrainian medical schools and further advanced their expertise by taking Clinical Ordinatura, Master’s training or any other type of postgraduate training and work at healthcare establishments in Ukraine or abroad.
Citizens who received their medical education abroad (outside of Ukraine)
- Issued to Ukrainian and foreign citizens who received their medical training (both primary and postgraduate) outside of Ukraine, passed the nostrification procedure (recognition of qualifications at the Ministry of Education of Ukraine), received their work permits and became employed at Ukrainian state or private healthcare establishments.
Citizens who received their medical education in Ukraine
- Issued to Ukrainian citizens who graduated from Ukrainian medical schools and are applying or taking the Internship (i.e. Specialty) training at the moment of registration. Registration of this type expires when the applicant completes the training and becomes fully registered (General Register) with the Ukrainian Medical Council.
Citizens who received their medical education abroad (outside of Ukraine)
- Issued to Ukrainian and foreign citizens who received their medical training (both primary and postgraduate) outside of Ukraine and are going to perform professional activities in the territory of Ukraine within the period of more than 6 months. This type of registration is issued prior to procedures that are connected to the recognition of medical qualification at the state authorities and is converted to full registration (either General or Specialist Register) once the applicant receives the work permit and becomes employed at any Ukrainian healthcare establishment.
Citizens who received their medical education in Ukraine
- Not applicable
Citizens who received their medical education abroad (outside of Ukraine)
- Issued to Ukrainian and foreign citizens who are going to stay in Ukraine and perform professional activities within the period that does not exceed 6 months. Temporary registration is issued once the applicant gets his degrees recognized by the Ministry of Education of Ukraine and receives permits from the Ministry of Health and the Ukrainian State Employment Center. This type of registration expires after 6 months.
Qualification requirements for doctors, who received their education in Ukraine
Qualification requirements for doctors, who received their education in Ukraine and work within their specialties in Ukraine, are determined by the positon instructions for each specialty. The latter can be found in the corresponding section “Registrable specialties”.
Qualification requirements for doctors, who received their education abroad
Full registration of doctors who received their education abroad is conducted on the grounds of the Certificate of recognition of foreign educational document in Ukraine (issued by the Ministry of Education and Science of Ukraine), permit to engage in professional activities (issued by the Ministry of Health of Ukraine) and work permit (issued by the Employment Centre under the Ministry of Social Politics of Ukraine). It should be noted that applications for the recognition of professional qualifications, which were gained by Ukrainian or foreign citizens abroad, are considered on an individual basis. To learn more on the procedure of recognition of professional qualifications and employment in Ukraine, please refer to the corresponding section “Legalization and Employment in Ukraine”.
Procedure for submission of applications for registration with the Ukrainian Medical Council
Submission of documents for registration with the Ukrainian Medical Council can be conducted:
- Online via the E-service page
- Online via the e-mail (info@mcu.org.ua)
- Personally at our office (Office 2, Bld. 25/40, Ivan Franko St, Kyiv, Ukraine)
- By post (P.O Box 01030, Office 2, Bld. 25/40, Ivan Franko St, Kyiv, Ukraine)

Required documents:
Full general registration is conducted upon submission of the following documents:
- Standard UMC application form duly filled and signed (No paper forms are required in case of applying via the E-service!);
- International passport;
- Identification code (if applicable);
- National passport;
- Photograph (3cmx4cm);
- CV (Curriculum Vitae);
- Academic certificates which may include:
- High school certificate (i.e. Certificate of complete general secondary education) with official transcript;
- Diploma of higher medical education with official transcript (or foreign equivalents);
- Specialist certificate that confirms completion of postgraduate internship training in specialty (applicable only to Ukrainian citizens who graduated from Ukrainian medical universities and who work or intend to work in Ukraine);
- Extract from the employment record book (if applicable).
Full specialist registration is conducted upon submission of the following documents in addition to those specified above:
- Specialist certificate that confirms the Qualification Category in speciality that is to be registered with the UMC (applicable only to Ukrainian citizens who graduated from Ukrainian medical universities and who work in Ukraine);
- Master’s Diploma with official transcript (or foreign equivalents);
- Clinical ordinatura certificate with official transcript (or foreign equivalents);
- PhD Diploma (or foreign equivalent)
Applicants for registration with the Ukrainian Medical Council who received their primary and/or postgraduate education abroad must submit the following documents in addition to those specified above:
- Certificate of recognition of foreign educational document in Ukraine (issued by the Ministry of Education and Science of Ukraine);
- Permit to engage in professional activities (issued by the Ministry of Health of Ukraine)
- Work permit (issued by the Employment Centre under the Ministry of Social Policy of Ukraine).
Candidates for registration in countries where proof of proficiency in English is required must provide:
1. The certificate of the OET (The Occupational English Test) – occupationalenglishtest.org.
Notes:
- Applications that do not meet the requirements mentioned above will be returned for corrections;
- Verification process conducted by the Ukrainian Medical Council Council replaces attestation of certificates by related competent authorities;
- Original documents/certificates shall be submitted upon request;
- Any other documents required to support the application that are not mentioned above must be submitted upon request;
- Any documents presented in languages other than Ukrainian, Russian, English or German must be translated and attached to the copy of the original document.
Evidence of English Proficiency
International medical graduates are required to show evidence of proficiency in the English Language if their basic medical degree is obtained from a medical school outside Ukraine.
Test results obtained from Occupational English Test (OET), within the minimum score accepted by Ukraine Medical Council are required, subject to a 2-year validity period based on the date of the test.
OET – at least Grade “B” for ALL components (Listening, Reading, Writing AND Speaking)
What is an acceptable OET certificate?
It is important that your Occupational English Test (OET) certificate shows that:
- you took the Medicine Category of the test
- you got at least a grade ‘B’ in each testing area (speaking, listening, reading and writing)
- you got those grades in the same test
- you obtained the grades in your most recent sitting of the test .
How long is OET certificate valid for?
OET certificates are valid for two years. While you are applying for registration, your certificate must be valid when we approve your application.
Processing of applications and decision-making
Application for registration submitted by an applicant to the Ukrainian Medical Council is transferred to the Registration Department for processing on condition that all necessary documents have been provided. The processing time usually makes up to 14 days (i.e. 2 weeks) and results in approval or rejection of the application. Decisions on registration are taken by the Registrar of the Ukrainian Medical Council, who informs an applicant in writing about the outcomes of the procedure.
In case of a positive decision, an applicant is informed about the registration fees which are to be paid within 30 days. An applicant acquires the status of a registered member of the Ukrainian Medical Council starting from the date he/she pays the registration fee. The applicant has no right to exercise rights prescribed by the Charter of the Ukrainian Medical Council before he/she pays the registration fee. Registration with the Ukrainian Medical Council is confirmed by the registration number and the registration certificate of a standard form, that is approved by the Council and conferred to an applicant once he/she has satisfied all the requirements and paid the registration fee.
In case of a negative decision, an applicant has the right to re-apply to the Ukrainian Medical Council no earlier than 6 calendar months from the date of the decision taken by the Registration Department of the Ukrainian Medical Council.
Procedure for payment of fees
The following types of fees are provisioned for registered members of the Ukrainian Medical Council:
- Registration fee
- Special-purpose and other one-time fees
Registration fee is defined as a one-time fee that is paid for registration of a healthcare practitioner with the Ukrainian Medical Council. Registration fee has to be paid within 7 (seven) calendar days beginning with the moment when the Registrar takes the decision on registration of a healthcare practitioner. The amount of registration fees is set each year at the annual meeting of the Council and is officially documented by the protocol not later than February 1 of each calendar year excluding the year of foundation of the Ukrainian Medical Council.
Special-purpose and other one-time fees are defined as one-time fees (payments) that have to be paid by a registered healthcare practitioner upon the Council’s decision on the necessity of such payments. Purposes, amounts and due dates of such payments must be documented by the protocol of the Council meeting.

ЧАСТО ЗАДАВАЕМЫЕ ВОПРОСЫ
За рубежом опыт объединений медработников существует уже десятки лет. Так, Германской врачебной палате уже почти 120 лет. В Украине же аналогов УМС никогда не было. Создавая Медицинский Совет в нашей стране, учредители заявляли о стремлении сделать так, чтобы каждый зарегистрированный член понимал: Украинский Медицинский Совет – это организация, которая отстаивает его интересы. Членство в Совете должно подтверждать профессионализм, свидетельствовать о чувстве профессиональной ответственности и готовности исполнять свой долг, при этом оно должно надежно защищать каждого добросовестного медицинского работника, какую бы должность он ни занимал.
Украинский Медицинский Совет должен стать основой для формирования системы саморегулирования профессиональной деятельности медработников с целью улучшения качества оказания медицинской помощи. Общенациональный реестр медицинских работников является одним из необходимых условий для создания такой системы.
На первом этапе регистрация в Совете врачей, которые не планируют выезжать за пределы Украины, является добровольной, на втором, после формирования необходимой юридической базы, обязательной для всех медицинских работников. Врачи, которые собираются выезжать за границу, должны в обязательном порядке подтвердить право на профессиональную деятельность и безупречную репутацию в своей стране. В таком случае, регистрация в Украинском Медицинском Совете является обязательной.
Регистрационный сертификат, а также сертификат Good Standing, признаются почти во всех странах мира.
Регистрационный сертификат – это документ, который подтверждает подлинность квалификаций зарегистрированного специалиста, а также его право заниматься профессиональной деятельностью на территории Украины.
В регистрационный сертификат включена такая информация: имя и фамилия медицинского работника, регистрационный номер, все квалификации, полученные на момент выдачи сертификата и дата выдачи сертификата. Также в регистрационном сертификате присутствует фотография медицинского работника.
Регистрационные сертификаты выдаются на украинском или английском языке. При необходимости, сертификат может быть переведен и заверен отделом переводом УМС, а также легализирован согласно требованиям страны, в которую подается документ.
Для того, чтобы зарегистрироваться в Украинском Медицинском Совете, кандидат должен иметь законченное высшее образование по одной из медицинских специальностей. Регистрация осуществляется на основании заявления и необходимых документов, которые указаны выше.
Заявление может быть заполнено и отправлено на вебпортале нашего сайта «Е-сервис», направлено по обычной или электронной почте в виде сканированных документов или подано лично в нашем офисе.
Интернатура по специальности является в Украине необходимым условием для допуска к медицинской практике, поэтому выпускники-интерны могут получить только предварительную регистрацию с возможностью переоформления последней в полную после окончания обучения в интернатуре.
Медицинские работники, которые проходят в момент регистрации клиническую резидентуру, аспирантуру и докторантуру могут получить полную регистрацию при условии предоставления диплома о законченном высшем медицинском образовании и сертификата специалиста.
К сожалению, студенты медицинских факультетов не могут получить регистрацию ввиду отсутствия полного образования и права заниматься профессиональной деятельностью.
Да, за регистрацию и выдачу сертификата предусмотренный разовый регистрационный взнос. Пожалуйста, уточняйте размер взноса перед подачей заявления на регистрацию.
Регистрационный взнос может быть оплачен в офисе Украинского Медицинского Совета либо банковским переводом на счет Украинского Медицинского Совета.
Регистрационный Департамент обрабатывает заявления на регистрацию как можно быстрее, поэтому вся процедура не занимает больше двух недель. Несмотря на это, процесс может затянуться, если заявитель не предоставит вовремя необходимые документы или не оплатит регистрационный взнос в установленные сроки.
Да, Украинский Медицинский Совет может выдать два и больше регистрационных сертификатов одному зарегистрированному медицинскому работнику при наличии обоснованной необходимости.
Да, для этого медицинскому работнику необходимо подать заявление на имя президента Украинского Медицинского Совета в свободной форме.
Сразу после принятия решения о регистрации заявителю направляется уведомление на электронную почту либо другими средствами связи о необходимости оплаты регистрационного взноса. После совершения оплаты и выдачи сертификата, заявителю отправляется сканированная копия документа на личную электронную почту. Бумажную копию зарегистрированный медицинский работник может забрать лично в нашем офисе либо получить по почте на территории Украины или за рубежом, указав предварительно адрес доставки.
